Moustafa Kattan is the Senior Regional PLM Director for Nokia in the Middle East and Africa, based in Dubai. With more than 25 years of expertise in optical technologies and innovation, he has played a pivotal role in shaping next‑generation Optical and DCI networks across global markets.

Formerly the Global CTO for Optical at Cisco, Moustafa brings deep multinational experience working with leading communications service providers and hyperscalers worldwide. His leadership has been central to architecting and designing large‑scale, mission‑critical optical infrastructures.

Recognized as a thought leader in Optical and Packet‑Optical convergence, Moustafa is a frequent and highly regarded speaker at major industry forums including Capacity Middle East, Packet Optical Network Conferences, IEEE, IETF, Cisco Live, and other global technology events.

He holds a Bachelor of Science in Computer Science & Engineering and an MBA—both from U.S. institutions—and has contributed to multiple standards bodies, authored influential white papers, and holds a patent in DWDM technology.
